La Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) expresó su profunda preocupación por el papel de las criptomonedas a la hora de facilitar actividades ilícitas en todo el sudeste asiático.
Señala que la infraestructura bancaria clandestina existente, incluidos casinos poco regulados, viajes turísticos y plataformas ilegales de juegos de azar en línea, ha adoptado cada vez más las criptomonedas como herramienta para el crimen.
La ONUDD genera alarma sobre las criptomonedas
en su ultimo informela agencia de la ONU afirmó que el aumento de los proveedores de servicios de activos virtuales (VASP) de alto riesgo ha creado una nueva vía para que las empresas criminales operen sin responsabilidad, afianzando aún más estas actividades.
Como tal, la UNODC pidió medidas urgentes y recomendó una mayor vigilancia del crimen organizado dentro de los casinos, los junkets y las operaciones de fraude cibernético, junto con una mejor capacitación de las autoridades para identificar métodos sofisticados de lavado de dinero habilitados por las criptomonedas.
El informe afirma que, si bien no todas las estafas en la región involucran criptomonedas, siguen siendo una opción de pago favorita entre los estafadores debido a la facilidad de las rápidas transacciones transfronterizas. Esta realidad, agravada por la desinformación y la cooperación inadecuada en materia de aplicación de la ley, destacó aún más la necesidad urgente de una mayor supervisión regulatoria en el criptoespacio, añadió la ONUDD.
En un comunicado, el Representante Regional de la ONUDD para el Sudeste Asiático y el Pacífico, Masood Karimipour, dijo:
“Aprovechando los avances tecnológicos, los grupos criminales están produciendo fraudes, lavado de dinero, banca clandestina y estafas en línea a mayor escala y más difíciles de detectar. Esto ha llevado a la creación de una economía de servicios criminales, y la región ahora se ha convertido en un campo de pruebas clave para redes criminales transnacionales que buscan expandir su influencia y diversificarse hacia nuevas líneas de negocios”.
Tether en el centro de atención, otra vez
La agencia de la ONU también informó que Tether (USDT), particularmente en la cadena de bloques TRON, se ha convertido en la moneda estable preferida por las redes criminales transnacionales en el este y sudeste de Asia. Estas redes, involucradas en fraude cibernético y lavado de dinero, favorecen a Tether por su eficiencia a la hora de mover fondos robados.
Si bien las monedas estables como Tether han ganado popularidad entre los usuarios legítimos, la UNODC dijo que el análisis en cadena revela que el USDT tiene una exposición de contraparte significativamente mayor a entidades de alto riesgo, incluidas plataformas de juegos de azar en línea, esquemas de fraude cibernético e intercambios de alto riesgo.
El informe también destaca que Tether ha estado involucrado en cientos de millones de dólares en transacciones con entidades vinculadas a operaciones criminales a gran escala como el tráfico de drogas y personas, el cibercrimen y la distribución de material de abuso sexual infantil.
En particular, algunas de estas transacciones involucran billeteras asociadas con entidades sancionadas por la OFAC y el Grupo Lazarus de Corea del Norte, conocido por sus actividades de piratería.
Criptocrítica fuera de lugar: informe muestra
A pesar de que las criptomonedas a menudo enfrentan críticas como herramienta para actividades ilícitas, los estudios indican que el efectivo sigue siendo el método preferido de los delincuentes. Por ejemplo, un informe reciente de Investigaciones de Seguridad Nacional (HSI) destacó que las plataformas criptográficas reguladas brindan un apoyo esencial a las fuerzas del orden al aprovechar la transparencia de la tecnología blockchain para combatir el crimen y mejorar la seguridad nacional.
Esto es contrario a las ideas erróneas sobre su participación en finanzas ilícitas. De hecho, los datos de Merkle Science revelan que solo el 0,61% de las transacciones del USDT y solo el 0,22% de las transacciones del USDC fueron marcadas como potencialmente ilícitas entre julio de 2021 y junio de 2024, lo que indica una tasa significativamente menor de actividad ilícita en comparación con las finanzas tradicionales.
Además, Chainalysis señaló que las actividades ilícitas constituyeron solo el 0,34% del total de transacciones en cadena en 2023, lo que indica que las preocupaciones sobre las criptomonedas pueden ser exageradas en comparación con las finanzas tradicionales.
