Según un informe de Bloomberg, Rusia pronto legalizará el uso de criptomonedas para pagos.
Esta medida tiene como objetivo aliviar las crecientes dificultades que enfrentan las empresas para realizar pagos al exterior debido a las sanciones estadounidenses por la guerra en Ucrania.
Detalles sobre el nuevo proyecto de ley y la legislación
El martes, los legisladores de la Duma Estatal, la cámara baja del parlamento ruso, deliberarán sobre un proyecto de ley de criptomonedas en su segunda y tercera lectura. Además, también se considerará una legislación separada que regule la criptominería.
Según Anatoly Aksakov, jefe del comité de mercado financiero de la Duma, estos proyectos de ley son esperado pasar rápidamente por el Consejo de la Federación antes de que el presidente Vladimir Putin lo promulgue como ley, con fecha de entrada en vigor el 1 de septiembre.
“Anteriormente se temía que la legalización de las criptomonedas pudiera crear problemas para el desarrollo del mercado interno”, dijo Aksakov. Sin embargo, añadió que el potencial de las criptomonedas para ayudar a Rusia a eludir las sanciones occidentales se ha convertido en “un fenómeno objetivo y no puede ser ignorado” por la regulación.
Según la nueva legislación, las criptomonedas se regularán como monedas extranjeras. Aksakov señaló que las empresas involucradas en criptomonedas y minería presionaron para que la ley garantizara que pueden operar legalmente sin temor a ser investigadas.
La urgencia de aprobar la ley surge de la esperanza de que las criptomonedas ayuden en las transferencias transfronterizas, según el analista de activos digitales Ani Aslanyan. Sin embargo, Aslanyan advirtió que Estados Unidos probablemente monitoreará los servicios y empresas rusos, creando un juego del gato y el ratón para evadir las sanciones.
Las regulaciones probablemente beneficiarán a los grandes exportadores, creando un “club cerrado” que excluye a las pequeñas y medianas empresas. Las transacciones se limitarán a entidades que minen criptomonedas por sí mismas, una capacidad que poseen principalmente las principales empresas de Rusia.
El Banco de Rusia será el principal regulador de las criptomonedas, con supervisión adicional del Servicio Federal de Monitoreo Financiero, el Servicio Federal de Impuestos, el Servicio Federal de Seguridad y la Agencia Federal de Administración de Propiedades. Una vez que las regulaciones estén en vigor, Aksakov cree que “las empresas podrán actuar con valentía”.
Cambio en la postura criptográfica de Rusia
Este impulso legislativo marca un cambio en la postura de Rusia sobre las monedas digitales. Mientras las empresas rusas luchan con problemas de pago debido a las sanciones estadounidenses, el presidente Putin ha instado a regular estos instrumentos para uso tanto nacional como internacional. “Las criptomonedas se utilizan cada vez más en el mundo como medio de pago en acuerdos internacionales”, señaló.
Anteriormente, el banco central había propuesto prohibir las criptomonedas debido a preocupaciones sobre la estabilidad financiera. Sin embargo, desde entonces ha apoyado su uso experimental en transacciones transfronterizas.
El primer vicegobernador, Vladimir Chistyukhin, también destacó la necesidad de explorar todas las opciones para abordar los desafíos de los pagos internacionales, incluso aquellos que antes se consideraban impopulares.
