Filipinas buscó activamente una mayor asistencia del Banco Asiático de Desarrollo (BAD) para promover su doble objetivo de desarrollo de infraestructura física y digital.
Durante la sesión de negocios de la 57ª Reunión Anual del BAD, el subsecretario de Finanzas, Joven Balbosa, enfatizó el enfoque del país en fomentar una mejor conectividad para amplificar las inversiones en infraestructura.
Empoderar a las pequeñas empresas
Al reconocer el papel vital de las micro, pequeñas y medianas empresas (MIPYME) en el tejido económico del país, Filipinas subraya la necesidad de un apoyo personalizado por parte del BAD. Dado que las MIPYMES constituyen casi el 99% del sector empresarial del país, existe un llamado urgente a iniciativas para reforzar sus capacidades, particularmente a la luz del impacto desproporcionado de la pandemia en este segmento.
Según la Lista de establecimientos (LE) de 2022 de la Autoridad de Estadísticas de Filipinas (PSA), había 1.109.684 empresas comerciales activas en el país. De ellas, una importante mayoría, 1.105.143 (99,59%), estaban categorizadas como MIPYMES, mientras que 4.541 (0,41%) estaban clasificadas como grandes empresas. En concreto, las microempresas representaron el 90,49% (1.004.195) del total, seguidas de las pequeñas empresas con un 8,69% (96.464) y las medianas empresas con un 0,40% (4.484).
Ese mismo año, el panorama de las MIPYMES en Filipinas estaba dominado por cinco sectores industriales clave. Encabezando la lista se encuentra el Comercio Mayorista y Minorista, incluida la Reparación de Vehículos a Motor y Motocicletas, con la asombrosa cifra de 546.863 establecimientos. Le siguen de cerca los sectores de Actividades de Hostelería y Restauración, con 158.113 establecimientos, y Industria manufacturera, con 133.504 establecimientos.
Además, Otras Actividades de Servicios suman 71.145 establecimientos, mientras que las Actividades Financieras y de Seguros cierran el top cinco con 50.782 establecimientos. Estos sectores en conjunto representaron una porción sustancial, aproximadamente el 86,90%, de todos los establecimientos de MIPYMES del país.
Trazar una alianza estratégica integral para el país
En la búsqueda de una trayectoria de desarrollo sólida caracterizada por la inclusión, la resiliencia climática y la competitividad, Filipinas abogó por una Asociación Estratégica Nacional (CPS, por sus siglas en inglés) diseñada con el BAD. La nueva CPS cubrirá desde 2024 hasta 2029.
Al enfatizar la importancia de alinear esta asociación con los objetivos de desarrollo nacional, Filipinas pretende aprovechar la experiencia del BAD para afrontar desafíos complejos y fomentar el crecimiento sostenible.
“Alentamos al BAD a fortalecer aún más su apoyo para mejorar la conectividad física y digital que aumentará las inversiones en infraestructura. Existe una enorme oportunidad para que el BAD desarrolle y mejore las capacidades de nuestras micro, pequeñas y medianas empresas”, dijo Balbosa durante el evento.
Fomentar la digitalización y el desarrollo del capital humano
Al reconocer el papel fundamental de la digitalización a la hora de impulsar el progreso económico, Filipinas subrayó la importancia del BAD para impulsar su agenda de transformación digital.
Además, Balbosa enfatizó la importancia crítica de reforzar el capital humano, particularmente en sectores como la educación y la nutrición, para fortalecer las bases para el desarrollo sostenible a largo plazo.
Maximizar la financiación del desarrollo
Dado que Filipinas se ha convertido en un importante beneficiario del apoyo del BAD, el Subsecretario de Finanzas abogó por intensificar los esfuerzos para financiar prioridades de desarrollo sostenible a largo plazo.
Al enfatizar el imperativo de abordar desafíos persistentes como las disparidades de género, la vulnerabilidad climática y las tasas de pobreza, el funcionario dijo que Filipinas mira hacia el BAD para aumentar su capacidad operativa y recursos financieros.
Agilización de la implementación del proyecto
Para acelerar la ejecución del proyecto y garantizar la alineación con los marcos regulatorios nacionales, Filipinas instó al BAD a revisar y racionalizar sus estándares y políticas de salvaguardia.
Al mejorar la eficiencia de los procesos de implementación de proyectos, ambas partes apuntan a optimizar el impacto de las iniciativas de desarrollo y abordar desafíos multifacéticos en el panorama de desarrollo global.
